CULTURAL HERITAGE POLICY AS A TOOL OF LOCAL GROWTH: KNOWLEDGE AND PARTICIPATION FOR SUSTAINABLE DEVELOPMENT

ABSTRACT

The contribute exposes the results of a research (conducted under the scientific direction of Vincenzo Cabianca in collaboration with the Istituto per i beni culturali of the Emilia-Romagna region and the Institut d'Urbanisme de Paris) that concerns the objectives able to build some ways and tools for a regional cultural policy in which technological innovation consents the realization of a sustainable development, based on the interaction among socio-economic sustainability, cultural and legislative one.
The Italian experiences analyzed concern the answer to the need of knowledge, participation and democracy: an answer based on the applications of results of the technological innovation in order to answer to increasing need of conscious and creative citizens' participation to the development's choices. Technological innovation could contribute to overcome the actual rigidities of territorial systems, guaranteeing the respect of the humanity's values and responding to the demand of knowledge, choice's capacity and liberty. Two experimentations, among most advanced, concern the museal regional system in Emilia-Romagn and museal system in Umbria, both conduced in relation with regional planning policy and both finalized to build a territorial cultural network (knowledge-based) that is able to build a cultural-based sustainable development.
The French case studies concern the realization of national and local cultural policy by using environmental local heritage like a tool for the realization of a socio-economic growth, based on the values of memory and local identity. One of the more interesting cases is the Musée Dauphinoise, which constitutes a knowledge-based network in which the cultural function (informative and educative) prevails on all the others by an implication of the local communities. The museal system is also a subject of planning by explicating a role of consulting and evaluation for the Conseil général, particularly in the cases that concern the role of regional heritage in construction of socio-cultural policy. The French network contributes to build the relation environmental heritage-innovation-development, inside the plan of Datar, in order to build a cultural structure for winning the challenges of the European integration.
The waiting results of the research concern the ways and tools with which cultural heritage's policy could become a base for the 'citizenship rights' that characterized most recent activity of the Council of Europe and Unesco, and the application of these results to some cases in the Sicilian territory. The aim is to connect the new knowledge and participation's need with the tools, the methods and the politics of a planning able to be effective because based on shared values, on historical elements and on local identity; a planning that refuse homogeneity and reduction of differences to pre-defined models.
